		<description>My next door neighbour stole my recylcing bin, complete with large &quot;21&quot; painted on the side, and then put it out each week for the bin men! Of course, I just took it back. But it does make you wonder.

Perhaps people think the council owns the bins, and therefore are fair game?</description>
